How I Fish Flounder in Tampa Bay

I do not leave the dock for flounder alone most days. They are not a glamour fish around here. They are an ambush fish on sand next to current, grass, or a bridge shadow. When the sandy edges are right, I stay for them. Early October is when that habit matters, because the recreational harvest clock is loud.

I checked MyFWC on October 5, 2026. When harvest is open you need 14 inches total length and you can keep five. That covers the flounder on the FWC list in state and federal waters off Florida. Harvest closes October 15 through November 30 every year. The rule is blunt: no harvest and no possession in that window. Catch and release stays legal. Reopens December 1. Pull MyFWC’s flounder page before you keep one. Regs move.

If you are reading this before the end of October 14, you still have a harvest window. After that, fish them clean and put them back.

Why they sit where they sit

Flounder face moving water on sand. They bury and wait. That is the whole personality. You will pick them up while bouncing a jig for trout, or while working a pass edge for snook and reds. I treat them as a bonus that becomes intentional when the sand looks right and the tide has a real push.

I am not calling them the best fall fish in the bay. That is not how I talk about them. They are worth learning before the close, and worth releasing right after it.

Where I look

I stick to patterns already named on my other pages. No new bridge list. No GPS pins.

Passes with sandy bottom next to current are the first look. Bunces. Pass-a-Grille. Southwest Channel and the Egmont edges. Same water I talk about in Summer Fishing in Tampa Bay. Flounder sit on the sand facing the push. Outgoing or incoming both work when the water actually moves. Slack sand is a nap.

Bridge and dock shadow lines where sand or shell meets deeper water get the same treatment. Skyway, Gandy, and the usual bay bridges already live elsewhere on the site. I am not inventing a best-flounder-bridge ranking I have not earned.

Sandy potholes and grass-to-sand edges on the flats are the quiet producers. Work the edge, not the thickest grass. Channel edges and spoil-to-sand transitions near grass flats fit the same idea. Cast upcurrent and work back along the sand face.

I have not logged a personal flounder day on every one of those edges in 2025 and 2026. Treat that as Tampa Bay pattern talk and general practice until I say otherwise on a named trip. The pattern still holds.

Before the close

Through the end of October 14, measure total length before anything hits ice. Fourteen inches. Not close. Not “I think it’s big enough.” Bag is five. Keep fish whole until you are done with the water rules, the same way you should for other saltwater keepers.

Hook and line is how I fish them. MyFWC also lists spears, gigs, seine, and cast net as legal, but I am not writing a gig-night diary here because I have not built that as my primary Tampa Bay flounder story. Multiple hooks with live or dead natural bait are illegal, and snatching is prohibited. If you gig, stay inside the FWC gear list and re-check the page.

After October 15

Hook-and-line catch and release is fine through November 30. No harvest. No possession of a kept flounder. Handle them wet. Keep the fight short. Quick photo if you want one. Back in the water at the boat or the shore right then.

Do not cooler a flounder “just for a picture later” and call it release. If it is in the box, you are keeping it. My catch-and-release notes cover the handling habits I want you to keep.

How I present the bait

Live shrimp, finger mullet, or mud minnows on a light Carolina or fish-finder style near the bottom still work when I want natural bait. Cut bait slow on a sand edge will get crushed too. I spend more time on artificials that already match how I fish summer grass and channel edges.

A quarter-ounce jig head with a Berkley Gulp Swimming Mullet in pearl or white is the honest default. Slow hop and pause so the bait stays within a foot of the sand. Pause longer than you would for trout. Flounder often need a dead stop. Cast upcurrent. Work back along the sand face. Let it sit.

You can find those Gulp Swimming Mullets on Amazon with my tag, and assorted 1/4 oz jig heads the same way. I also keep a measuring board and a dehooker in the boat for short-strike releases. Shop the house list at /shop/ when you want the short version.

For the rod itself, I am not rewriting the combo piece. Use a light-medium seven-foot spinning setup and point yourself at Best Inshore Rod and Reel Combos for Tampa Bay. Soft plastics and scented paddles also live in Best Lures for Tampa Bay Snook, Redfish, and Trout. Fluorocarbon in the 20 to 30 pound range is what I usually run for this inshore mix.

When mullet move

When mullet start moving, predator water gets busier and sandy edges get more traffic. That story belongs to the Mullet Run Guide. I am not rebuilding schools and cast-net timing here. Flounder still sit on sand. The mullet run just means more fish are looking for a meal in the same neighborhoods.

When you bump into other keepers and need the full slot table, use the 2026 Tampa Bay Fishing Regulations hub. For a sandy Gulf park as home base I already lean on Fort De Soto and Honeymoon Island, and pier fees live on the Piers Guide.

The honest close

Fish the sand while harvest is open. Measure hard. After October 15, keep fishing if you want, and release at the rail or the gunwale. I checked these numbers October 5, 2026 against MyFWC and the July 2026 eRegs. Re-check before you keep a fish.
